National Planning Practice Guidance Portal

As well as the National Planning Policy Framework (NPPF), the Government has also published the Planning Practice Guidance portal which provides guidance to Planners, Councillors, planning applicants, developers and members of the public as to how the National Planning Policy Framework is to be used.

The Planning Practice Guidance includes a section specifically about neighbourhood planning. This provides advice on the neighbourhood planning system introduced by the Localism Act including key stages and decisions (e.g. deciding neighbourhood areas, the legal tests for neighbourhood plans and the process of independent examination and referendum).

Planning Advisory Service

The Local Government Association Planning Advisory Service (PAS) provides 'practitioner' support with many useful articles and tool kits.

Planning Aid England

Planning Aid provides free and independent professional planning advice to community groups and individuals who cannot afford to pay professional fees. Planning Aid offers advice and support on neighbourhood planning matters, including several downloadable briefing notes.
